This feature removes inconsistencies in how inactive users are displayed. From now on, users can reliably view inactive user details across all records an statuses, ensuring completeness, transparency, and historical integrity of the data.

The filtering that excluded inactive users from user-related dropdowns has been removed.
With this enhancement, inactive users are always retained and displayed in user-related record fields. Inactive users will now, appear in dropdowns, be visible in already populated fields and remain associated with records regardless of record status.
Where is this applicable?
All user-related fields such as:
Requester
Analyst
Any other fields referencing user entities
All record statuses, including but not limited to the following:

Inactive users are always visible, regardless of record status.
The change applies globally; there are no status-based exceptions.
Visibility does not imply usability—inactive users may still follow existing system rules for assignments if applicable.
This enhancement strictly addresses data retention and visibility, not user activation.
